Program Dinas Kelautan dan perikanan pemkab buleleng,
yang bertajuk Buleleng Bali dive Festival yang pertama di gelar pada Tgl 23 – 26 Oktober 2015, bertempat di Teluk Pemuteran Kecamatan Gerokgak singaraja. Ajang ini merupakan sebuah pagelaran yang di harapkan data mempromosikan potensi alam bawah laut kawasan pesisir Buleleng. Di pilihnya Pemuteran sebagai tempat penyelenggaraan, karena Pemuteran sebagai desa kawasan konservasi alam bawah laut khususnya terumbu karang telah berhasil mendapatkan banyak penghargaan international melalui upaya nyata perpaduan pergerakan bersama konservasi terumbu karang yang di motori oleh Yayasan Karang Lestari, dengan menerapkan teknologi konservasi Biorock.

Para pelaku wisata dan masyarakat Pemuteran dibantu pemerintah dan penerapan teknologi biorock ini menjadikan pergerakan konservasi ini menjadi sebuah wahana nyata yang dapat di jadikan inspirasi untuk membuat hal serupa di seluruh semesta. Program festival Buleleng Bali dive yang fokus terhadap kegiatan menyelam dan konservasi ini, akhirnya di balut dalam sebuah mimpi besar para pelaku seni budaya dan konservasi di pemuteran,yaitu Yayasan Karang Lestari, IP3 ( Ikatan Pengusaha Pariwisata Pemuteran, dan Pregina art showbiz Bali, menjadi sebuah festival yang rencananya dimeriahkan berbagai macam ajang seni budaya dan pameran serta kegiatan wisata lainnya. Sehingga BBdive Festival ini menjadi lebih memiliki potensi besar dalam melibatkan masyarakat serta komponen seni dan budaya. Sebuah Festival memang seharusnya di balut dengan kegiatan perayaan seni dan budaya, karena apa pun yang di lakukan di bali, tetap harus berbasis seni budaya, sehingga dapat menambah nilai dari sebuah perhelatan yang akan di gelar selama 4 hari 4 Malam.

Semoga BBDive yang akan di padu dengan perayaan seni budaya maritim di teluk pemuteran ini akan menjadi sebuah momentum penyebaran nilai kebersamaan dalam mewujudkan secara nyata upaya konservasi berbasis masyarakat dengan tekat dan komitmen yang besar, untuk memajukan dan memperkenalkan potensi destinasi wisata di Pemuteran , Buleleng dan bali pada umumnya.

Kegiatan yang akan di persembahkan antara lain :
-pelepasan struktur baru konservasi dengan tema gajah mina,
-Lomba Foto Bawah Laut, Workshop Biorock oleh DR, TOM
Guerau,
-Lomba Lukis Alam Laut, Pameran Kartun, artrash Made Bayak,
-Dive Industry, Konservasi, Yoga, Dive Together,
-Bersih Pesisir, Kuliner, Pertunjukan Musik serta kolosal
Budaya,

Buleleng Bali Dive Festival 2016

Festival of Marine Art and Culture in Pemuteran Bay Buleleng Bali Indonesia 23 – 26 October 2016

Buleleng regency government in collaboration with the stakeholders of tourism and marine conservation in the region of Buleleng once again will hold the 2^nd Festival of Diving on October 23rd -26th, based in the coast of Pemuteran Village.
The same festival held last year was giving positive influence in terms of foreign and domestic tourist arrivals who wanted to know better of the potential offered in Bali northern coast.

In Pemuteran Village Bali, where the first and biggest of Biorock® Application in Indonesia, had successfully restore the coral reef which previously damaged by bombing and cyanide. Biorock® use low-voltage electrical direct current to promote coral growth. The rehabilitation effort is a successfully applied with community-based approach. The re-born of coral reef in Pemuteran create huge multiplier impacts especially tourism by Developing a village into a Community Based Ecotourism Village where local communities actively participated. This project has giving community an economic benefit.

Pemuteran village had received international awards such as UNDP Equator Initiative’s Equator Prize in 2012, Runner up of UNWTO in 2016, and one of best destination choices in Asia according to Lonely Planet. These awards increasing tourists who visited the village to feel in hand experience and learning about the effort of coral reef restoration.

Buleleng Bali Dive Festival 2016 theme is “Love Our Sea”, love our oceans through direct action with concept of togetherness, in preserving coastal area and developing coral reef restoration. Bedawang Nala is the conservation icon chosen this year, because it is believed by Balinese community as a symbol of strength to the balance the nature and its contents.

Masterpiece Bedawang Nala will be released into the ocean after a public workshop “Introduction of Coral Reef Restoration with Biorock® method” hold on October 23^rd – 25^th. The masterpiece will be released on October 25th and will always be an attraction of participants both divers and volunteers to participate in deploying the conservation icon. The SCUBA Divers and snorkelers from all over Indonesia will be volunteered in the deployment of Bedawang Nala and attaching coral fragments donated by the ornamental fish and coral companies in Indonesia and Bali. The Biorock® Workshop, is one of the main agenda Buleleng Bali Dive Festival, as part of a real effort in applying the theme “Love Our Sea”.

In addition to coral reef restoration, BBDF this year will also hold cultural performances and Expo of culinary and tourism industry, creative economy and SMEs as value-added for participants and visitors who will come to the festival. They can enjoy a variety of culinary and entertainment performance of traditional art, modern and contemporary, colossal dance, comedy, music and other colossal performances.

Gebug Ende Pemuteran, is a balinese battle art originally from Sraya, Karangasem, which will also be performed as cultural preservation in regard that most of Pemuteran community ancestors were came from Sraya, Karangasem.

Underwater photo competition already held since September 2016, and the judging process will be done then the result will be announced during the festival. As part of the artistic creation appreciations, BBDF will also hold a painting competition to paint marine scenery with categories up to public high school. Greet the morning sun in Pemuteran, since the festival will hold yoga for public and continued by beach clean-up.

SCUBA Divers can share scuba diving tips as well as diving business development, since the festival will also hold Dive Talks as efforts to reviving diving business activity and share SCUBA Diving Technique.

Underwater monitoring also one of the main agenda in this festival. SCUBA divers will conduct detail monitoring on under water condition with Reef Check method, to consistently providing clear indicators with positive or negative trends, and designing necessary efforts to prevent further damage under the sea. Coral reefs monitoring will be carried out in three locations namely Pemuteran, Lovina, and Tejakula

Handling of protected marine species requires good coordination of all stakeholders. For example, in the state of stranded whale sharks that had occurred in 2015 ago. Therefore, a working unit forum will be formed to handle protected marine species, and a workshop will be hold on to disseminate the protected marine species. Along with this event, a coral transplantation will be launched in Bondalem, Tejakula.

Hopefully this Festival of Marine Art and Culture will be able to provide benefits for all levels of society and foreign tourist.
